Downton Abbey’s Jim Carter calls on councils to follow Hounslow’s lead with ‘Right to Grow’ policy

The London Borough of Hounslow has become one of the first councils in the country, and the first borough in west London, to introduce a “Right to Grow” policy — launched by councillor Salman Shaheen — enabling communities to grow food and to garden on neglected land.
